Multi-cloud computing enables organizations to harness the capabilities of various cloud platforms, but ensuring interoperability and meeting Quality of Service (QoS) expectations remains a challenge. This paper proposes a QoS-aware framework that facilitates dynamic service orchestration across heterogeneous cloud providers. Leveraging semantic compatibility, ontology-based selection, and AI-driven decision models, the framework enhances resource provisioning, availability, and performance. We evaluate our approach using a simulation of hybrid-cloud scenarios with variable workloads and demonstrate improved latency and cost trade-offs over traditional models.
