Resilience of Cross-Border Digital Transactions in Financial Infrastructures under Systemic Stress Events

Synopsis

Cross-border digital payments depend on tightly coupled technical and institutional infrastructures spanning payment systems, messaging networks, correspondent banks, cloud platforms, and supervisory regimes. This paper proposes a compact framework for analyzing and improving resilience under systemic stress events (SSEs) including cyber incidents, cloud/service outages, liquidity shocks, and geopolitical disruptions. We synthesize literature, define stress typologies, propose measurable resilience metrics, and outline stress-testing methods and architectural/operational controls. A layered reference diagram and two decision-ready tables are provided to help practitioners assess readiness and prioritize investments.
